Scope of declaration
All participants in the basic medical insurance for urban workers and urban and rural residents in Harbin City who are suffering from 25 special chronic diseases that meet the criteria of the city can apply.

Recognized diseases and treatment standards
The starting standard for outpatient treatment of special chronic diseases for urban and rural residents' basic medical insurance is 300 yuan, which is paid by individuals.
The reimbursement rate is 70% for adult residents and 80% for college students and student children.
There is no starting standard for outpatient treatment of special chronic diseases for poor people and special hardship supporters, and the reimbursement rate for poor people with established cards is 80%.
